I have installed WAMP on windows server 2003 and changed the localhost port for WAMP to 8080 so that IIS and WAMP port dont mixup.
I tried every thing but in Administration Panel » Email Settings
when I select Custom SMTP server in General section
Email address of the server: hashimabbaz@gmail.com
In SMTP server I write
Server name: smtp.gmail.com
port no: 587 and I aslo tried it with 25
Encryption mode: SSL
User name: hashimabbaz@gmail.com
Password: my gmail account password
SMTP Error: Could not connect to SMTP host. error comes . what should I do?

I'm just guessing here, but do you have SSL support for PHP correctly configured? See PHP manual for more information.
