request: Allowing member to only observe one folder

I would like to have the possibility to allow a member just to observe one specified folder within a project.
I would like to have it that way becase I have set up web issues with hardware and software folders with in a project and I do not whant a software developer be involved in hardware issues.

Is that possible?
