I believe this is some html or rtf control, thus it should be easy to implement to have external template file for this. Then you could have new section on Download page for templates created by users? :)
That's right, it's an HTML browser. I already thought about it and such feature may be available in future version of the client; also templates of reports can be customized in such way.
