I was wondering if there is a way to integrate a custom ticket system into the database of WI. I have a ticket system that clients submit their issues and I would like to be able to see them in this client.

There are many ways to do that, using the WebIssues protocol, the PHP API or directly accessing the database. In one of the future versions I'm planning to add e-mail integration and that could also be used to communicate with 3rd party systems.
