exported CVS fields with illegible code

Version: Webissue 1.0.2 both client and server
Hosting system: linux rhel 6
Running server: Xampp
php version: 5.3.8
Apache 2.2
mySql: 5.08

Some fields (attributes) I added contains Chinese characters, when it was exported to a cvs file, the Chinese characters are displayed in illegible codes.
the Chinese characters are displaying ok when exported to PDF.

CSV files are exported using UTF-8 encoding. You have to select the right encoding when importing the file.

Opening with a text editor makes the characters appear correctly.
still can't figure out how to make it right in excel 2007.
But thanks very much now I know it's not a bug.
