Alerts not sending to external domains and not notifying assigned users

I cannot get the alerts to send to external domains there's nothing in my email host blocking it.

Also I cannot get the immediate alerts to notify the assignee it shows up in the alerts window under the total. But cron has no record of email being sent in the logs
