I'm getting this message after upgrading (kept just the data folder from the previous version),
the php log is empty and the webissues log folder is empty, not sure where to look for.

Never mind, deleted the config file from the data folder and the page ran the setup wizard which allowed me to select the existing database.
Also had an issue with PHP 7, the com extension is now named "php_com_dotnet", many threads on the internet use the old php5 filename...
Do you have the URL Rewrite extension for IIS?
