Why can't I send email notifications properly. I have set the user preference. change the time server. also set up email settings and tested the connection(it was working). but then after I added projects and assigned issues to different users, they some have not received it.
Please help. any suggesstions will do since I have been troubleshooting it already for more that 8 hours.

Is the cron job running? Are there any errors in the event log of WebIssues?

it says that cron job started and finishes. but in the setting. cron job is off.
I receive some notifications but i don't understand one thing:
As default notifications are set for all users which a issue folder is assigned ?
Which is the notifications workflow ? (projects, issue folders, users)
