Translate

Hi,
Thanks for this great work , lot of good ideas in
I want to translate in French
I've downloaded sources : i think i have to create two files to make translation
webissues_fr.qm and webissues_fr.ts
ts files are just xml so ... no problemo

but ... what's about qm file (seems to be "encoded" ) ?
