why the IDs are not successive?

Hi there, I love webissues and the freedom that gives you but I don't understand why the ID's are not succesive?

I have about 200 issues but the last issues number is 1604, why?

I have 2 project with 3 folders but even if I have a single project and folder, the number is still not succesive.
